2 adults, 1 juvenile charged in Richmond Road shooting death

ROCKINGHAM — Three people are being charged in connection to a fatal shooting late Monday night at a home on Richmond Road.

Police Chief Billy Kelly announced in a press release Friday that 19-year-old Traniya Lanae Brower and 28-year-old Dominque Rasheen Powell were arrested Thursday on multiple charges in the death of Rico Shelton. An unnamed juvenile will also be charged for his role in the incident.

Shelton, 26, was shot and killed after entering a home behind the Richmond County administration building “in order to perpetrate a criminal act.” Police have not yet said what that intended criminal act was, nor have they said that he entered the home using force.

The chief clarified that Shelton suffered two bullet wounds to the chest, not to the head, as the RO originally reported. That report was based off scanner traffic and the RO regrets the error.

“This is an ongoing investigation as we continue to receive information and support from local law enforcement and the community,” Kelly said.

Brower and Powell were both charged with: attempted first-degree murder; attempted robbery with a dangerous weapon; felony conspiracy; going armed to the terror of the public; discharging a firearm in city limits; and contributing to the delinquency of a minor.

The two were booked into the Richmond County Jail, each under a $225,000 secured bond. No court date has yet been listed.

Records with the N.C. Department of Public Safety Division of Adult Correction show Brower was convicted in 2017 of  assault on an officer or state employee, larceny and resisting a public officer, all misdemeanors. Last year, she was also convicted of misdemeanor larceny in Moore County.

Powell has no previous convictions in this state, however court records show he has a pending court appearance of failing to return rented property on which there is purchase option and show cause.

All defendants facing criminal charges are presumed innocent until proven guilty in a court of law.
