Laurinburg woman charged with EBT, check fraud in Richmond County

ROCKINGHAM — A Scotland County woman is accused of using food stamp cards of clients of where she worked in Richmond County for her own use.

According to arrest warrants, 41-year-old Lisa Marie Rushing, of Laurinburg, used the P-EBT cards of six clients of Pence Place.

Affiliated with Monarch, Pence Place in East Rockingham has been in operation for three decades and serves children up to age 21 with intellectual and developmental disabilities and traumatic brain injury.

According to the sheriff’s office, Rushing worked there as a manager.

Rushing allegedly used the cards in 2022 to make purchases of $300, $367.24, $405.24 and $240, as well as two purchases of $60 each.

Warrants allege that Rushing also forged two checks from two clients for a total of $600.

Warrants for Rushing’s arrest were issued in October of 2023 and she was arrested March 20, 2024.

Rushing is charged with six counts of larceny by an employee and two counts of uttering a forged instrument. She had been held in the Richmond County Jail on a $50,000 secured bond but appears to have been released Thursday afternoon.

Rushing is scheduled to appear in court March 28.

Online court records show Rushing also has several pending traffic violations in Scotland County. She appears to have no prior convictions in the state.

All defendants facing criminal charges are presumed innocent until proven guilty in a court of law.
