Man accused of stealing vehicle leads officers on chase through Richmond County

HAMLET —  A suspected vehicle thief is facing charges from two law enforcement agencies following a chase Monday night.

According to Hamlet Police Chief Dennis Brown, the Richmond County Sheriff’s Office reported a vehicle had been stolen on Mill Road in East Rockingham.

A Hamlet officer noticed a vehicle matching the description of the reported stolen vehicle on Hylan Avenue and attempted to make a traffic stop, Brown said.

However, the driver of the vehicle continued without stopping, leading officers down Wiregrass Road, where he finally stopped north of County Home Road, according to Brown.

The driver, 29-year-old Jeremy Scott Outen, allegedly started fighting with officers and was tazed, the chief said.

Outen was treated by EMS at the scene and taken to the magistrate’s office, according to Brown.

Online records show Outen was booked into the Richmond County Jail at 10:06 p.m.

The sheriff’s office charged him with larceny of a motor vehicle. His charges from the Hamlet Police Department include: possession of a stolen automobile; fleeing to elude arrest with a motor vehicle; and resisting a public officer.

Outen is being held on a combined $20,000 secured bond and is scheduled to appear in court Feb. 24.

Online court records show Outen already has a March 3 court appearance on pending charges of financial card theft, financial card fraud and obtaining property by false pretenses.

Records with the N.C. Department of Public Safety Division of Adult Correction show Outen has no previous convictions in the state.

All defendants facing criminal charges are presumed innocent until proven guilty in a court of law.
