Rockingham Police charge man with trafficking meth, opioids in drug bust

ROCKINGHAM — A Richmond County man accused of trafficking both meth and opioids is facing more than two dozen criminal charges.

Records from the Rockingham Police Department show investigators found a variety of illegal drugs Feb. 25 at a home on Safie Second Street in East Rockingham.

According to the department, the Vice/Narcotics Unit had made several undercover drug buys from 43-year-old David Thomas Goins before obtaining a search warrant.

Documents show officers seized:

  • 37.9 grams of methamphetamine
  • 36.8 grams of fentanyl
  • 1.2 grams of heroin
  • 17.76 grams of marijuana
  • 14 dosage units of Adderall
  • 4 dosage units of hydrocodone
  • 3 dosage units of methadone
  • 5 dosage units of oxycodone
  • 18 dosage units of ecstasy
  • 55 dosage units of Subutex
  • 13 dosage units of Butrans
  • 100 dosage units of buprenorphine
  • 21 dosage units of alprazolam
  • 4 dosage units of clonazepam

(Note: Subutex and Butrans are both brand names of buprenorphine.)

Police also seized a Colt Agent .38 Special revolver, a Ruger LCP .380-caliber semi-automatic handgun, assorted smoking pipes and bowls, and a 2021 Nissan Altima.

Investigators charged Goins with: 

  • five counts of possession with intent to manufacture, sell or deliver a Schedule II controlled substance; 
  • four counts each of selling or delivering a Schedule I controlled substance and maintaining a vehicle, dwelling or place for a controlled substance; 
  • two counts each of PWIMSD Schedule I controlled substance, PWIMSD a Schedule III controlled substance, PWIMSD a Schedule IV controlled substance and possession of a firearm by a felon
  • One count each of trafficking in methamphetamine, trafficking in opium or heroin, PWIMSD a Schedule VI controlled substance, and possession of drug paraphernalia.

Goins is being held in the Richmond County Jail under a $550,000 secured bond.

Records show Edna Elvis, 52, of Gibson, was also charged with one felony count each of possession of a Schedule I controlled substance and maintaining a vehicle, dwelling or place for a controlled substance; and one misdemeanor count of possession of drug paraphernalia.

Both Goins and Elvis are scheduled to appear in court on March 17.

According to jail records, four other individuals are currently being held on trafficking charges.

Online court records show Elvis has pending felony charges in Scotland County of breaking and entering and larceny after breaking and entering.

Goins has a criminal record dating back more than two decades, according to the N.C. Department of Public Safety Division of Adult Correction.

Records show prior convictions include:

  • 2000 – possession of a Schedule VI controlled substance (Scotland County)
  • 2003 – violating a protective order; disorderly conduct; first-degree trespassing; communicating threats; assault on a female; possession of a controlled substance; possession of drug paraphernalia; failure to heed a light or siren; and a misdemeanor vehicle registration violation (Scotland County)
  • 2005 – resisting an officer (Moore County)
  • 2006 – two counts of possessing stolen goods; one count each of communicating threats and obstructing justice (Richmond County)

Goins’ probation on the Richmond County charges was revoked the following year, landing him behind bars for nearly eight months.

In 2009, Goins went back to prison for six months after being convicted in Scotland County of: possession of a Schedule II controlled substance; assault on a female; resisting an officer; and two counts of driving with a revoked license.

Records show Goins was convicted again in 2010 of receiving stolen goods valued at more than $400. His probation for that was revoked in 2012, resulting in another six-month prison stint.

Goins again was sent to prison for 11 months in 2014 when convicted in Scotland County of possession with intent to sell a Schedule VI controlled substance, possession of a Schedule II controlled substance, and possession of drug paraphernalia.

A month after being locked back up on a post-release revocation in 2016, Goins was convicted of possession of a firearm by a felon, possession with intent to sell a Schedule III controlled substance and resisting an officer.

In August of that year, he was convicted on a count of possessing stolen goods from a 2013 case in Robeson County.

Goins was last released from prison in October 2017 and his parole ended in July of 2018.

Elvis also has several prior convictions in Scotland County, according to state records.

In 2003, she was convicted of obtaining a controlled substance by fraud and driving with a revoked license.

The following year, her probation was revoked and a month after going to prison, Elvis was convicted of second-degree trespassing. She was released in February of 2005, and was given probation later that year when convicted of stealing dogs.

All defendants facing criminal charges are presumed innocent until proven guilty in a court of law.
