Laurinburg man charged with selling cocaine in Richmond County

ROCKINGHAM — A Scotland County man is accused of selling drugs in Richmond County.

According to warrants, 35-year-old Randy Armstead Spencer, of Laurinburg, sold 0.2 grams of cocaine to a confidential informant on May 14 from a burgundy four-door passenger car.

The warrants do not specify if the cocaine was in crack or powder form.

He was arrested Monday and charged with one felony count each of: possession with intent to manufacture, sell or deliver a Schedule II controlled substance; selling a Schedule II controlled substance; delivering a Schedule II controlled substance; and maintaining a vehicle, dwelling or place for a controlled substance.

Online records show Spencer was charged with a misdemeanor count of assault on a female on Sunday, when he was booked into the Richmond County Jail.

He is being held under a $10,000 secured bond on the drug charges and a $1,000 bond on the assault charge.

Court records show Spencer has pending charges of breaking and entering and resisting a public officer.

He is scheduled to appear in court Aug. 12 on the assault charge, Aug. 22 on the drug charges, and Sept. 3 on the other charges.

Spencer is currently serving a 24-month suspended sentence following a January conviction of misdemeanor larceny and possession of a Schedule II controlled substance in Scotland County, according to online records with the N.C. Department of Public Safety Division of Adult Correction.

His first convictions were in Richmond County: communicating threats, damage to property (2012); five counts of driving while license revoked (2015). He was also convicted of driving with a revoked license in Montgomery County in 2016.

All defendants facing criminal charges are presumed innocent until proven guilty in a court of law.
