ROCKINGHAM — Three police officers were recognized for their life-saving efforts at Tuesday’s city council meeting.
Sgt. C.E. Revels received a Life Saving Award for his quick action on July 18, 2018.
The Rockingham Police officer was at Lowe’s Home Improvement assisting with an larceny investigation when a man collapsed to the floor in his vicinity, according to Police Chief Billy Kelly.
“While many bystanders looked on, Sgt. Revels reacted quickly,” Kelly said.
Revels recognized the serious nature of the situation and began to administer CPR to the victim and continued until EMS personnel were on scene and could stabilize the patient for transport. “Sgt. Revels immediate action and effective life-saving efforts, along with the use of training provided our officers directly resulted in saving the life of the victim,” said Kelly, “I want to thank Sgt. Revels for a job well done for not only the actions of that day but also the way he continues to represent the Rockingham Police Department.”

Sgt. Ronald Brigman and Patrolman Skyler Dover were presented Commendation Awards for their efforts on the night of Dec. 7, 2018.
The officers responded to a call of a suicidal individual who had stabbed himself and was still in possession of the knife, according to Kelly.
Brigman arrived on the scene first and upon entering the residence found the victim suffering from self-inflicted stab wounds and yelling that he wanted to die.
Dover arrived soon after and was able to subdue the individual by taser so he could be disarmed. The victim was then transported by EMS to the hospital where he received treatment for his injuries.
“Sgt. Brigman and Patrolman Dover displayed exemplary calmness and a high degree of police ability in the use of training provided to our officers,” said Kelly. “They worked as a team and made decisions that no doubt changed a bad situation into a positive outcome.”
In presenting the awards, Chief Kelly thanked them both “for a job well done, not only for actions that night but in the way they both represent the Rockingham Police Department.”
In other action, the council voted to remove a number of areas from its extra-territorial jurisdiction.
Assistant City Manager John Massey brought the request on behalf of the city planning board.
“After all the money and time have spent on code enforcement over the last few years we don’t seem to be making any ground,” Massey said.
He also noted that the list of abandoned structures continues to grow and the city has torn down 10 structures this fiscal year, exceeding budget outlays.
Areas included in the resolution request are portions of Roberdel, Philadelphia, Beverly Hills, Yates Hill Road and Midway Road as well as areas in Jefferson Park, Hannah Picket and Aleo. Massey indicated these areas were not expected to be areas for future growth for the city.
Following a public hearing period where nobody spoke in favor or against the request, the council voted unanimously to approve the resolution for these areas removed from the city’s ETJ effective Jan 1, 2020.
The City of Rockingham will hold its annual budget workshop May 22 at Hinson Lake and will hold a public hearing on the proposed 2019-2020 budget during the next regular city council meeting on June 11 at 6:30 p.m. at City Hall. City residents are encouraged to attend.
