ROCKINGHAM — A young mother is accused of being drunk and high while walking down the road early one morning with her infant child.
According to a magistrate’s order, officers with the Rockingham Police Department spotted 25-year-old Hali Oneal Johnson, of U.S. 1, walking down Mill Road with her 4-month-old child at 6:32 a.m. Jan. 19.
Police noted in the order Johnson was allegedly impaired from alcohol and a controlled substance and that an odor of alcohol was on the child.
Officers also noted that there was poor visibility outside that morning.
Johnson was arrested and charged with misdemeanor child abuse and booked under a $1,000 secured bond. She was released on bail later that afternoon.
She is scheduled to appear in court Feb. 6.
Online state records show Johnson has no other pending charges or prior convictions in North Carolina.
All defendants facing criminal charges are presumed innocent until proven guilty in a court of law.
