RALEIGH — The state Senate has voted again, 27-15, to place new limits on the governor's emergency powers. The Senate's endorsement of the measure returns the issue to the state House.

COLUMN: Fracking has reduced carbon emissions

In 2018, Gov. Roy Cooper signed an executive order on climate change that, among other things, established a goal of reducing greenhouse-gas emissions in North Carolina by 40% below 2005 levels by the year 2025.
