TROY — Frances Elizabeth Clark Phillips, 46, of Troy, formerly of Bluefield, West Virginia, passed on Saturday, Jan. 14, 2023 after a short illness.
She is survived by her husband, Billy Joe Phillips; three daughters, Chasity Wooten (Hunter) of Princeton, West Virginia, Amber and Kaitlyn Bowling of Troy; her parents, Larry and Judy Clark of Princeton, West Virginia; one brother, Chris Clark of Faith, North Carolina; three stepchildren, Nathan, Hailey and Tommie; as well as nieces and nephews.
