Albemarle man accused of engaging in sexual acts with child in Richmond County

ROCKINGHAM — A Stanly County man is facing child sex crime charges in both Richmond and Moore counties.

Bill Odell Bowman, 73, of Albemarle, is accused of engaging in sex acts with a child under the age of 13 in 2018, according to a warrant taken out by an investigator with the Rockingham Police Department in January of 2024.

That warrant charges Bowman with two counts each of taking indecent liberties with a child and statutory sex offense with a child by an adult.

Records show Bowman is also charged in Moore County with a single count of taking indecent liberties with a child in 2023. That warrant, too, was issued in January 2024.

Bowman was arrested April 17 and booked into the Richmond County Jail where he is being held on a combined $1,010,000 secured bond.

Bowman already has a pending charge of taking indecent liberties with a child in Moore County from an alleged offense in 2024.

Records appear to show Bowman has no other pending charges or prior criminal convictions in the state.

Bowman had previously been charged — two counts of sexual battery and one count of taking indecent liberties with a child — by the Rockingham Police Department in 2018.

However, court records show those charges were dismissed in 2022 because the prosecuting witness' mother refused to cooperate.

All defendants facing criminal charges are presumed innocent until proven guilty in a court of law.
