Timothy Levelle “Rigger” Carter, age 56, passed away peacefully on May 30, 2026, at Mary Washington Hospital in Stafford, Virginia.
Born in Washington, D.C., on Dec. 13, 1969, Timothy was a beacon of strength, honor and respect throughout his life.
Timothy was a well-educated man with a passion for the culinary arts and carpentry, a testament to his belief that he could accomplish anything he set his mind to. His love for music was rivalled only by his love of tattoos. An outdoor enthusiast, he enjoyed fishing, motorcycles, and cars. Yet, the joy he found in his hobbies paled in comparison to the love he had for his family.
His greatest achievements in life were not measured by accolades or awards, but by the lives of his children and the family he built around him. He touched the lives of everyone he knew, not only as a father, brother, and friend but also as a mentor who instilled the values of respect and honor in those around him. He was known for his genuine kindness, always willing to give the shirt off his back to help someone in need. His ability to strike up a conversation with anyone and make them feel like a friend was a gift that will be remembered by many. Above all, Timothy was simply a solid man.
Timothy was preceded in death by his daughter, Mary Carter; his grandparents, Daniel Carter and Mary E. Carter; his father, Eugene Carter; and his mothers, Alice Williams and Linda Freeman.
He is survived by his wife, Rebecca Carter; his sons, Christian Levelle Carter and Jordan “Casey” Carter; his daughter, Jessica Carter; his beloved Abigail; his brothers, Victor Jiminez, Sean Carter and “Ski” Stuart Swink; his granddaughter, Eliana Carter; his uncle, Asa Williams; and his extended family, including Lesley Benavides, Brittany Brown, Jeremy Baker, Samantha Tetzlaff, Elizabeth Tetzlaff, Mina Tetzlaff, James Swink and Casey Stevens.
The legacy of Timothy’s spirit, zest for life, and unwavering love for his family will be honored during a burial service in Hamlet, North Carolina, where he will be laid to rest alongside his daughter, Mary Carter. As his family mourns the loss of this remarkable man, they find comfort in knowing that his teachings, values, and love will continue to guide them throughout their lives.
