ROCKINGHAM — A recently convicted sex offender is back in jail on a charge related to his post-conviction restrictions.
Richard Paul Vuncannon Sr., 47, is accused of being “within 300 feet of a premises intended for the use, care or supervision of minors, when the location is upon premises not primarily intended for such use” on Halloween, according to a warrant dated Nov. 5.
The warrant, obtained by the Richmond County Sheriff's Office, does not give any details regarding the location.
Vuncannon was arrested Nov. 12 and charged with a felony count of being a sex offender on child premises.
He was booked into the Richmond County Jail where he is being held on a $100,000 secured bond and is scheduled to appear in court Dec. 4.
Although his conviction is not reflected in records with the N.C. Department of Adult Correction, court records show Vuncannon was convicted March 27 on a charge of sexual battery.
According to the N.C. Sex Offender Registry, the victim in the case was 17 and the time of the incident.
Records show a charge of second-degree forcible rape was dismissed per a plea agreement.
Vuncannon registered as a sex offender on April 1 and has a minimum registration period of 10 years.
Records appear to show Vuncannon has no other prior criminal convictions.
All defendants facing criminal charges are presumed innocent until proven guilty in a court of law.
NOTE: This story has been updated to correct the age of the defendant, as his birthday a day after the warrant was issued. 7:08 p.m. 11-13-25.
