Rockingham Police charge woman with exploiting the elderly

ROCKINGHAM — A woman is facing more than a dozen criminal charges after allegedly using other people’s financial information to make purchases.

According to warrants, 28-year-old Dulissa Syvon Bland, of Rockingham, is accused of using the financial card numbers of three older adults with whom she had a “business relationship” to make several purchases.

Bland allegedly used information from one the reported victims on a $73.68 Door Dash Order in February. She is also accused of using that victim’s information, as well as that of two others, for utilities from the city of Rockingham totalling more than $250.

The warrants, taken out by the Rockingham Police Department, were issued May 7.

She was arrested Thursday, May 8 and charged with: three counts of exploitation of a disabled or elderly person; three counts of card theft with a scanning device; five counts of identity theft; four counts obtaining property by false pretenses; and one count of attempting to obtain property by false pretenses.

Bland is being held in the Richmond County Jail on a combined $25,000 secured bond and is scheduled to appear in court May 22.

Records appear to show Bland has no prior convictions or other pending charges in North Carolina.

All defendants facing criminal charges are presumed innocent until proven guilty in a court of law.
