Sex offender charged in Richmond County sexual assault

ROCKINGHAM — A registered sex offender with multiple felony convictions in two counties is now facing sex crimes in Richmond County.

According to the Richmond County Sheriff’s Office, the victim of a sexual assault filed a report on Sept. 28 stating that 39-year-old Carlos Dequan Evans, of Hamlet, was abusive and forced her to commit sex acts.

No other details about the alleged assault were given in a press release posted on the RCSO Facebook page.

Evans was arrested Oct. 18 and charged with second-degree forcible sex offense, sexual battery and assault on a female. He is being held in the Richmond County Jail on a $2.5 million secured bond.

His court date is scheduled for Nov. 7.

Jail records show Evans is also being held without bond on a parole violation. Records with the NC. Department of Adult Correction show although he was released from prison in 2020, Evans’ parole does not end until Jan. 8, 2025.

In 2012, Evans was convicted in Hoke County on three counts of felony indecent exposure and three counts of misdemeanor indecent exposure, as well as second-degree rape and first-degree kidnapping.

According to the N.C. Sex Offender Registry, the victim in the felonious indecent exposure charges was 2 years old, and the victim in the rape case was 18 or older.

Evans was incarcerated in those cases from Aug. 29, 2012 until Jan. 10, 2020 and registered as a sex offender the day he was released. He is listed as a lifetime registered sex offender.

His address was last verified on Sept. 16.

In 2003, Evans was convicted of a crime against nature in Robeson County. His initial probation was revoked and he served two months and 10 days behind bars.

In 2021, Evans was convicted in Columbus County on two counts of malicious conduct by a prisoner for acts that happened while incarcerated in 2019.

All defendants facing criminal charges are presumed innocent until proven guilty in a court of law.
