Suspect in Rockingham ID theft case arrested

ROCKINGHAM — A man charged with financial and identity crimes has been apprehended — nearly 11 months after warrants were issued for his arrest.

Ryshawn Keyontai Diggs, 34, who has addresses listed in Richmond and Scotland counties, is accused of using a stolen debit card during a shopping spree last fall.

According to warrants, Diggs purchased:

  • Cigarettes and beer from Lucky Stop ($102.88) (attempted)
  • Two pairs of Air Jordan 3 Retro Summit, pair of Nike Air Force 1 from Dunham’s Sports ($525)
  • Two iPhones, a laptop, four Straight Talk phone cards from Walmart ($1,159.20)
  • Miscellaneous clothing from Dunham’s Sports ($456.28)

The offense date for all purchases is listed as Sept. 17, 2024, and the warrants were issued Jan. 14, 2025.

Diggs’ alleged co-conspirator, 30-year-old Jacquale Jermaine Issac, of East Rockingham, was arrested Nov. 23, records show.

Diggs was arrested Dec. 4 and is charged with: four felony counts of identity theft; three felony counts of obtaining property by false pretenses; two felony counts of conspiracy to obtain property by false pretenses; one felony count of attempted obtaining property by false pretenses; one count of felony conspiracy; and one misdemeanor count of possession of stolen goods or property.

He is being held on a combined $140,000 secured bond, in addition to a $1,300 cash bond for non-payment of child support.

Records show Diggs was also arrested on a fugitive warrant from Chesterfield County, South Carolina, charging him with financial transaction card forgery.

Issac is charged with two counts of conspiracy to obtain property by false pretenses and one count of felony conspiracy.

Diggs had his first appearance on Dec. 4 and his next court date is scheduled for Dec. 18. Issac has a court appearance on Feb. 5, 2026.

Records with the N.C. Department of Adult Correction show Diggs has the following prior convictions:

2009 - larceny from the person; possession of a controlled substance (later listed as a Schedule VI); assault on an officer or state employee

2011 - felony breaking and entering (two counts); larceny over $1,000; misdemeanor larceny (Scotland County)

2013 - possession with intent to sell a Schedule II controlled substance

2014 - misdemeanor breaking and entering

2016 - robbery with a dangerous weapon, possession of a firearm by a felon

2022 - violation of possessing a controlled substance in a penal institution (Scotland County)

All defendants facing criminal charges are presumed innocent until proven guilty in a court of law.
