Man facing multiple charges in Richmond County child sex crime investigation

ROCKINGHAM — A man is facing more than a dozen felony charges, accused of sexually abusing a child.

Online records of the Richmond County Jail and N.C. Court System show that 55-year-old Michael Anthony Foss was arrested and booked on Sept. 21.

Foss is facing the following felony charges: nine counts of statutory sex offense with a child 15 years old or younger; two counts of taking indecent liberties with a child; and one count each of statutory rape of a child 15 years old or younger, second-degree forceable sex offense, second-degree forceable rape and human trafficking of a child victim.

Foss is also charged with one misdemeanor count of stalking.

Warrants had not yet been returned to the Clerk of Superior Court’s office by lunchtime on Sept. 24.

Jail records appear to show the Richmond County Sheriff’s Office as both the charging and arresting agency.

Records show Foss is being held on a $1 million secured bond and is scheduled to appear in Richmond County District Court on Oct. 21.

Online court records show Foss has multiple pending traffic violations from 2023 and 2024.

Foss does have a criminal past, according to the N.C. Department of Adult Correction, but his record has been clean for a decade.

He was first convicted in 1995 of driving while license revoked and speeding from police, both misdemeanors.

Records show Foss was also convicted of driving with a revoked license in 2004, and again in 2006, the latter in Scotland County.

In 2009, Foss was convicted of driving while license revoked and a violation of seat belt law.

Foss’ most recent conviction was in 2013 on two felony counts each of breaking and entering, and larceny; as well as one count of misdemeanor larceny.

Records appear to show Foss received probation in each case.

All defendants facing criminal charges are presumed innocent until proven guilty in a court of law.
