HAMLET – Shortly after midnight on Sunday, July 1st, Hamlet police officers were called to a residence at 108 Ellenten Street in regard to a report of shots being fired. Upon arrival, officers found a large contingent of individuals engaged in a “party” atmosphere.
The scene was secured and subsequent investigation revealed that several shots had been fired. Multiple shots were found to have hit objects. The residence itself had been hit multiple times; a vehicle in the yard at the residence itself was hit; a vehicle parked across the street was hit: and a residence across the street had been hit as well.
Officers were further hindered in their investigation by a lack of cooperation from those who were present at the scene. However, during the course of interviewing potential witnesses it was determined that sufficient grounds for arrest existed in relation to the following persons:
Jayshawn Quamain Bailey, 28, of Rockingham was arrested and charged with simple assault and resisting arrest, both misdemeanors. Bailey was processed through the magistrate’s office where he was placed under a secured bond of $1000 pending his appearance in Richmond County District Court on Wednesday, July 18th.
Alexis Laviette Shipp, 20, of Hamlet was arrested and charged with resisting a public officer, a misdemeanor. Shipp was processed through the magistrate’s office where she agreed to a written promise to appear in Richmond County District Court on Thursday, July 19th.
Larry Swinnie, 21, of Rockingham was arrested and charged with disorderly conduct through abusive language, a misdemeanor. Swinnie was processed through the magistrate’s office where he agreed to a written promise to appear in Richmond County District Court on Thursday, July 19th.

All defendants are presumed innocent until proven guilty in a court of law.
