Richmond County Sheriff’s Department Announces Multiple Arrests for Drug Activity

ROCKINGHAM — Richmond County Sheriff’s deputies made several arrests during the past two weeks.  All of these events were related to some type of illicit drug activity.

Eric Lavere Dowdy, 39, of Derrick Street in Rockingham was arrested on Sunday, January 31st and charged with delivery of a Schedule II controlled substance and simple possession of a Schedule II controlled substance.  A controlled buy of prescription pills from Dowdy led to his arrest.  Dowdy was released on a written promise to appear in court.

On Monday, February 12th, the Richmond County Sheriff’s Office arrested Andrew Jermaine Watkins, 43, of Sarah Drive of Rockingham and charged him with two counts of selling a Schedule II controlled substance; two counts of delivery of a Schedule II controlled substance; two counts of possession with intent to sell and deliver a Schedule II controlled substance; and maintaining a dwelling for the manufacture or sale of a controlled substance.  This arrest was precipitated by controlled purchases of suspected crack cocaine from the suspect.  Watkins was placed in the Richmond County Jail under a $35,000 secured bond.

Devin Lee Terrel Tillman, 27, of Tillman Road in Rockingham, was arrested on Monday, February 12th and charged with possession of a firearm by a convicted felon, possession of a stolen firearm, and assault by pointing a gun.

Shameka Renee Patterson, 24, of Jordan Court in Hamlet, was arrested with Tillman.  Patterson’s only charge was possession of a stolen firearm.

These two arrests were precipitated by a report that Tillman had pointed a handgun at a victim in a parking lot on Franklin Street in Rockingham.  Deputies located the vehicle in which Tillman and Patterson were traveling and conducted a vehicle stop on Midway Road in Rockingham.  Subsequent to such, deputies located two stolen firearms in the couple’s possession. 

Tillman was placed in the Richmond County Jail under a $75,000 secured bond.

Patterson was released on a $5000 unsecured bond.

It was noted that Tillman was on federal parole/probation at the time of this arrest.

Timothy Paul O’Quinn, II, 28, of Green Street in Hamlet was arrested on Tuesday, February 13th after sheriff’s deputies located him with suspected methamphetamine and items used to induce the methamphetamine into his body.  O’Quinn was found to have what was suspected to be marijuana in his possession as well.  O’Quinn was subsequently charged with possession of methamphetamine, possession of drug paraphernalia, simple possession of a Schedule VI controlled substance, and possession of marijuana paraphernalia.  O’Quinn was placed in the Richmond County Jail under a $10,000 secured bond.

Brandon Lloyd Harris, 29, of Old Laurinburg Road east of Hamlet was arrested on Tuesday, February 13th and charged with possession of methamphetamine and possession of drug paraphernalia.  Harris was arrested and placed in the Richmond County Jail under a $10,000 secured bond.
